Project Goal
The Regional Land Information System (RLIS)is a multi-participant/multi-jurisdictional GIS program and database for the Portland Metro region. Created to support regional land use and transportation planning, RLIS is now being utilized for many purposes by local governments and private industry.
Through RLIS, the metro region enjoys a shared spatial infrastructure upon which planning programs and policies are modeled and visualized.

Business Problem Solved
Created in 1988, RLIS is one of the premier GIS applications to model an urban environment. Initially developed to support transportation modeling and regional planning applications, it has become an essential tool for many other applications including E911 support, environmental and natural resource management, business analytics and population forecasting.
Technology Implemented
ArcGIS is the primary platform for the development and application of RLIS databases. ArcInfo Workstation was the primary development technology in the first decade of the project, and some legacy AMLs still are being used.
GIS data are managed and stored in a Network Operating System (NOS) model architecture by NetAPP.
Web servers are Linux servers running on an Intel hardware platform. ArcIMS technology is used for internet mapping applications.
SDE is being managed in an Oracle database and delivered via Linux OS running on Intel based servers. All RLIS layers are delivered to users - and to Internet clients through SDE. Shapefiles are distributed to clients via a DVD product known as RLIS Lite.
A RIP server by Onyx manages dual HP 1050cm plotters.

Richard Bolen – GIS Program manager

Richard Bolen is the pioneer and visionary behind the RLIS program at Metro. Dick has worked in planning his whole career - and for the last 25 years at Metro. Through his position as the manager of the Data Resource Center (DRC) he has directed the development and application of GIS technology in a regional planning context. His career has seen GIS grow from its infancy to the ubiquitous and essential technology that it is today. He announced his plans to retire for public service in 2008.

Carol Hall - GIS Program Supervisor - Carol manages the workgroup responsible for the development and maintenance of the RLIS database.
Mark Bosworth - Principal GIS Analyst - Mark is responsible for the public facing interfaces to RLIS - including the storefront map center and the distribution of RLIS on DVD.
